This is a Planet of the Apes chimp background mask. It is designed to be worn over the head and closes in the rear with a Velcro closure. Much faster than applying appliances to every actor, it was designed to be worn by the chimps in the background. However, many of them are featured prominently in all of the films. They can be seen quite extensively in the second film, Beneath the Planet of the Apes in arena scenes.
